Russian government plans to set up an analog of US Defense Advanced Research Projects Agency (DARPA) in order to speed up the search for defense innovations. The idea was for the first time sounded by Russian president Dmitry Medvedev at the meeting of the Commission for Modernization and Technological Development of the Russian Economy on September 22.
“We don’t have an efficient organization that would order so-called break-through studies and research in defense and security sphere, including some prospective, even risky studies”, said the president.
The creation of a Russian DARPA is backed up by growing defense expenditures, including the soon-to-be-approved new defense procurement program through 2011-2020. According to vice-premier Sergey Ivanov, the government plans to allocate about 22 trillion rubles (about $700 billion) for this program. Out of this sum, 19 trillion will be given to the Defense Ministry while the rest will be spent for other paramilitary agencies. At least 22% of the total expenditures within the program will be spent for development of the new weapons, said Ivanov.
Medvedev also mentioned that the defense technologies ordered by the future agency should be, if possible, adapted for civil applications. The Russian military was quick to report back. RIA Novosti news agency cited defense minister Anatoly Serdyukov, saying that 75% of military technologies can be used or are already used in the civil sphere. Among other examples, he mentioned that civil customers can use technologies used for development of Iskander tactical missile and Uragan 1M multiple launch rocket system.
