Boost for ADF Communications Capability

Greg Combet, Minister for Defence Materiel and Science today announced that a major milestone has been reached in Joint Project 2043, the High Frequency Modernisation project.
“The purpose of the HFMOD is to provide the ADF with a secure, cost-effective information exchange capability for the command and control of deployed forces as a primary survivable system and as a parallel system to satellite communications,” Mr Combet said.
“The Modernised High Frequency Communications System consists of a nationwide network of distributed HF radio stations (the Fixed Network) with a central network management facility in Canberra.
“The final Fixed Network system has recently been formally accepted from the prime contractor, Boeing Defence Australia.
“The achievement of this milestone represents a significant achievement in the modernisation of Defence’s high frequency communications capability.
“This final capability introduces significant enhancements over the core system, including increased levels of automation.
“The High Frequency Modernisation Project has been one of the Government’s ‘Projects of Concern’ after it suffered schedule and budget problems under the previous Government.
“While the initial capability introduced by the high frequency modernisation project has been supporting ADF operations since November 2004, delays in development of the enhanced capability were experienced in 2007 and the project schedule was rebaselined in 2009.
“While there have been challenges in getting to this point, I am pleased to see that the Commonwealth and Boeing have been able to work together to resolve these and achieve this important milestone.
“Getting this project back on track is a testament to the success of the ‘Projects of Concern’ unit set up by the Rudd Government to encourage greater cooperation and focus on these projects by Defence and contractors.”
